SAMA ratifies Insurtech Rules

Saudi Central Bank’s (SAMA) headquarters

The Saudi Central Bank (SAMA) approved the Insurtech Rules, following the end of the deadline for public consultation on the draft rules through “Istitlaa” platform of the National Competitiveness Center (NCC).

In a statement, the central bank explained that this step came as part of its continuous efforts to develop the insurance sector. It aims to keep pace with developments in the insurance industry in general, and insurtech services in particular, amid the emergence of several insurance financial technology (fintech) companies that provide various products and services, seeking to facilitate and improve insurance services provided to customers in the sector.

SAMA pointed out that these rules are characterized by their comprehensiveness in regulating the principles of the fintech business in all its activities. The rules would safeguard the rights of those dealing with practitioners of the fintech business, encouraging fair competition in providing technical solutions and services, in order to support the growth and stability of the sector.

The new rules include the regulation of several basic pillars, the most important of which are the provisions and the obligations of practicing insurtech on several levels, including those of the technical environment, the accuracy and preservation of customer information, as well as general business behaviors such as preserving customer rights, control and compliance. They also aim to enable insurtech players to work under a framework that ensures flexibility of commitment and supports innovation.

SAMA also stated that it seeks, through the new rules, to regulate the relationship between providers of insurtech service providers and their customers, in a way that guarantees the rights of all parties involved, in addition to providing appropriate services to business beneficiaries.
