The Senior Technical Officer, Health Informatics will specialize in Java development and database management under the supervision of the Director, Strategic Information Informatics & Innovative Solutions. S/he will be responsible for the development and day-to-day maintenance and enhancements of the application systems in test and production operations, including tasks related to identifying and troubleshooting application issues.

The Senior Technical Officer, Health Informatics will play a critical role in delivering high-quality service and support in assessing project needs, evaluating hardware and platform availability, and software requirements. S/he will collaborate with unit team members and other technical counterparts to conduct root cause analysis to develop digital solutions for clinical and non-clinical data collection, analysis, and validating data systems and procedures that interpret program strategies and supports implementation approach that meets the intended reporting and data output requirements for the project, donor, and the Government of Nigeria.

Duties and responsibilities:

  • Develop Java-based software solutions by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; and following the software development lifecycle.
  • Determine operational feasibility by assisting in the evaluation, development, and implementation of program systems, including custom developed, off-the-shelf, and/or hosted solutions.
  • Lead in the development of high-quality software design and architecture that streamline and improve program implementation efforts.
  • In-depth understanding of software development and demonstrate proficiency in developing software applications in either Java, Python, Flutter, Angular, or JavaScript, and implementing SQL-based database platforms.
  • Troubleshoot basic software malfunctions, maintain existing programs and make appropriate modifications based on changes in the business environment, equipment, and/or errors in existing programs.
  • Ensures the consistent and reliable use of all code management and library systems, assuring available, reproducible, and reusable programs.
  • Develop technical documentation to guide future software development projects.
  • Executes development process for assigned work products within the scope of change/release management for enhancements and projects.
  • Improves operations by conducting systems analysis and recommending changes in policies and procedures.
  • Study and transform data science prototypes by integrating machine models/algorithms into existing newly developed or existing digital systems.

  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Excellent oral and written communication skills.
  • Anticipate issues, think proactively, and use critical thinking skills to plan stakeholder requirements gathering sessions.
  • Support technology applications by exploring and adapting to changing technologies. Independently apply technical judgment to work assignments to achieve desired outcomes.
  • Proactively verify problem resolution. Independently resolving routine and non-routine problems.
  • Excellent quantitative and analytical skills, conducting investigative research, and implementing new technologies in specialty or related area.
  • Makes suggestions for technical modifications to prevent future problems.
  • Ability to analyze health care/clinical data from conceptualization through presentation of the data.
  • Ability to travel within Nigeria 25% time.

Qualifications and Requirements:

  • Bachelor’s, Degree or its International Equivalent in Computer Science, Computer Engineering, Information Technology, Management Information Systems, or related field with 7-9 years of relevant work experience.
  • Master’s Degree or its International Equivalent in Computer Science,
  • Computer Engineering, Information Technology, Management Information
  • Systems, or related field with 5-7 years of relevant work experience.
  • Computer proficiency in word processing, databases, and spreadsheets, including advanced skills in database customization preferably DHIS2, MySQL, MS SQL Server, PostgreSQL, MS Access, and Excel.
  • Knowledge and experience with writing technical requirements, test scripts, test driven development (TDD), and knowledge of programming languages – Java, Python, JavaScript, etc., and technologies. Knowledge of Angular and Flutter languages and UI/UX design would be an added advantage.
  • Experience working at the national level on health programs with knowledge and experience with data collection and analysis is preferred.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
